You need to put your QuNeo into Expander mode in order for QuNeo to communicate with Rogue. Just press and hold the mode button (the top-left blue circular button) and the rightmost down arrow (the bottom-right red triangular button). Once you do that the LEDs should swipe from right to left — that means you're in Expander mode.

You should only have to put  your QuNeo into Expander mode once — after that it will auto-detect whether or not you're connected via USB or an Expander/Rogue.
